An economic development project can have a suitable site and committed investors and still struggle to get off the ground. Permits may take longer than expected. Questions about roads, utilities or other infrastructure can delay negotiations. Financing gaps may appear, or the local community may oppose the proposal. These problems often arise when a developer's plans do not fully align with a municipality's priorities. Resolving them takes more than knowing the right people or securing incentives. It requires an understanding of what both the developer and the local government need to make the project work.
